CPU overheating, computer having trouble booting up

I built my PC a little under half a year ago. Recently, however, I noticed that the temps on my CPU were running as high as 80, and Today my computer kept crashing after booting.
I didn't actually think it was a CPU problem at first, and reformatted my PC to see if it would fix the crashing issues I'd had. It actually worked okay for most of the day, bùt I only have a Windows 8 pro disc, and had to download all the updates in order to get to 8.1. After my PC rebooted to upgrade to 8.1, my computer was crashing directly after booting up again, and that's whère I'm at now.
I should also note that I had removed my CPU cooler, cleaned both surfaces off with rubbing alcohol, applied a fresh dab of thermal paste, and made sure both surfaces were level and tight against each other with no results in fixing my overheating issues.
