PSU or motherboard issue?

Hi Guys!

I'm really new to building a pc but I tried building my own rig today and I got a problem that I can't solve...

For reference heres the build:

Intel Core i5-6500 3.2GHz Quad-Core Processor
Gigabyte GA-H170-GAMING 3 ATX LGA1151 Motherboard
G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory
Sandisk Ultra II 240GB 2.5" Solid State Drive
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Driv
Zotac GeForce GTX 960 4GB AMP! Edition Video Card
Corsair 500R White ATX Mid Tower Case
EVGA SuperNOVA G2 650W 80+ Gold Certified Fully-Modular ATX Power Supply

So the problem is that when I tried to POST, the power button shows the white light showing that its on but the stock cpu cooler fan spins for half a second then stops. The psu fan barely moves a centimeter and also stops and the rear exhaust fan also does the same thing. This is without putting in the video card.

I'm at my wits end and I don't know whether its the mobo or the psu thats giving me this headache. I read and tried the thread about POST errors on the site but nothing is working.

Please help!

Update - so its morning and the pc is disassembled. But i noticed that the ram i got (2400-ddr4) is higher than the speed of the motherboard ram slots (ddr4-2133). Would that have an effect if at all?

A motherboard could probably be bad even if the light is on I'd think.
Hi, Check if you've connected the 8 pin power cable to the motherboard (top side, black header). If you did, then, try testing the board outside the case, for ruling out a short. Leave single RAM module installed and make sure that it's properly inserted in the RAM slot.

I tried reseating the ram and the cpu several times to no avail. Also as this is my first build, im really hesitant to test it out of the case.
 


Hmm well the fan should be spinning all the time then on the PSU. And this entire time the power button light is on? Bizarre.

I think you should disconnect your PSU and do the paperclip test on it.

Actually you don't need a paperclip. In your PSU box there is a little 24-pin stubby thing. When ready, plug that into the 24-pin cable of your PSU and it will turn it on to test it.

I also tried that to see if the psu was at fault - but after testing, it was spinning perfectly fine. Its just when its connected to the motherboard that the issue happens
 
Assuming everything is hooked up properly, I'd assume a faulty motherboard. I don't understand, though, how this related to the PSU fan not spinning. It's like it's on but it's not on. I just have no clue how on earth the power button light is on when everything else is off. Do USB devices work? Plug in your phone, see if it charges.

Im going to rebuild the system in a couple of days with a friend of mine to see what the problem is.

I do have one newbie question - if the power button light is on, does that mean that the motherboard is sort of intact? Or is it unrelated to the system in general?
