First off, I am going to recommend two PSUs:

This PSU is an 80+ Gold Rated PSU, so it is highly efficient and a really good PSU, but can be confusing for people who do not know too much about them, as it is fully modular.

Other than that, this 80+ Bronze PSU should do, and is non-modular, and is still a really good PSU, but not as efficient:

With that CPU however, there can't be too much potential you can get out of a new GPU, as many of the higher-end GPUs will be bottlenecked by it. But I'm sure something like a GTX 770, 950 or 960 should do nicely. And that keeps it well under your budget.

Will the first psu go well with gtx970 or 980

Both of the PSUs are 550W, which is definitely more than enough for the GTX 970, in fact. I have that PSU paired with an Asus STRIX GTX 970, and I have also overclocked it, and it doesn't even get near to reaching the limit. That PSU could handle a GTX 1070 no doubt, so GTX 980 isn't an issue either.

I would spend around 350 dollars on your GPU. Now providing your current cpu isn't amazing, i wouldn't get anything better than a gtx 1060. In regards to your psu, i would go for a EVGA SuperNOVA G2 Gold 650W, don't skimp on your psu, and since you've got a somewhat large budget for the two parts, it wouldn't hurt going for something modular.
