Bios freezes and won't boot to Windows

I just today proceded to transfer my computer from my case to a new case upon semi completion of the build I started the PC before zipping cords. The PC did not start bar a small flicker, I proceeded to change the front panel pins and adjust some other cables. After a swap of the cpu power cable the computer booted but froze on the bios menu going no further.
It did this with or with out a boot drive (I used two seperate ones)

with or with out graphics card (using instead the Intel on board)

the bios did also not respond with both usb keyboard ( 2.0 and 3.0 ports front panel and mobo)

I also ran ram in test bench no issue and cycled it in the main PC and even replaced it with other working ram

one ssd had been damaged and was not working on the work bench but the working ssd made no difference

I am unsure of the bios version and if there was a update to the bios

Processor: Intel i7-2600
Ram: HyperX Kingston DDR3 240 pin 1600 8gbx4
Graphics: MSI aero 8gb 1070
Ssd: Kingston NowV300 120 gb

1| have you tried removing the CMOS battery from the motherboard before replacing it?
2| You forgot to include the PSU, case and OS in your spec's list. Please add them.
3| If nothing seems to work for you, you can try and recover your BIOS bu following the steps outlined in your manual, page 2-3.
