Custom Built Computer is Overheating

My computer Specs;

CPU - AMD FX-9590 Black Edition 8-Core 4.7GHz
CPU Cooler - Corsair H60
MoBo - M5A99X EVO R2.0
PSU - Corsair 650w
GPU - GTX 760
RAM - 2x 8GB Corsair Vengeance
SSD - 250gb
HHD - 1TB

Problem is everything ran smooth when I first set up my PC then I updated to windows 10 and the PC would seize up within 10 mins of loading.
By installing AI Suite 2 I managed to sort that out.
Now after a couple of months my computer has become increasingly unstable. I play games like SWTOR, CS-GO and my FPS drops and CPU overheats.
I have made sure I have latest drivers, thermal paste is good.
But I'm stumped, is there anything I can do, any setting I can change.
I've also noticed that my CPU is running at 1.4ghz when monitoring in AI Suite 2
I was thinking its something to do with power but don't want to invest in a new PSU only to find out it wasn't that

Your CPU is running at 1.4GHz because it's overheating... It's overheating because you don't have a very good cooler.

This 240mm AiO liquid cooler provides a double length 120mm radiator and a fan for motherboard VRM cooling.

Does your case have a spot for a 240mm radiator? It needs two 120mm fan mounts right next to each other.
