I've recently installed my new CPU, i7 4790, before I had an i3 4170. This issue has occured even before I updated my CPU. I have a:

8GB DDR3 RAM
GTX 960 2GB
1TB HDD
Everytime I'm driving I lag spike to about 20fps and then shoots back up to 60fps. I've lowered my settings down but the problem still occurs.
