Screen Lag (FPS drop) and static sound - GTX 970

Ever since I bought my GTX 970, it would always crash after a certain amount of time (mainly when I'm gaming or using photoshop), making me have to fully turn off my computer. Recently, I've been trying to fix this y unistalling drivers and reinstalling etc., and I think I've got it right as it hasn't crashed in a few days. Anyway, around the time I started trying to fix the crash issue, I've noticed that whenever I watch video, every 30 seconds or so the screen lags slightly, but you hear a clear static sound. When I play games, the FPS would drop and I'd get the same static noise just as regularly - the FPS would drop to around 2-30, if it is normally at 60, for example. I've looked online and can't find any clear fix. I've looked in the nvidia control panel and changed some settings that fixed some other peoples issues, but not mine. It's really annoying as I managed to fix one problem, hopefully, but have now got another.

CPU: Intel Xeon(R) e5-1607 v2 3.00 GHz
RAM: 8GB
GPU: EVGA GeForce GTX 970 - Superclocked ACX 2.0 - graphics card - GF GTX 970 - 4 GB
OS: Windows 10 64x

It could be that the power drawn to the GPU is heating up the Motherboard which in turn could affect the Sound chip if it gets too hot. this would explain the noise and the drop in FPS. What PSU, Motherboard do you have? and what cooling do you use?

Hmm. It usually causes the overheating. What about your PSU? Maybe the voltages aren't correct. Try to raise the cooling on the GPU. Or maybe take out and clean the PCI Express "plug" even on the card too! Maybe only a contact error.

I doubt a contact 'error' would cause this, it simply wouldn't work if it wasnt properly connected, not just cause an fps drop.

I have a 675 psu, no added cooling (although the case is open is well ventilated). I'm not sure yet what motherboard it is, but my PC is a Dell Precision T3610. I bought it originally with a Quadro K600 as I'm an animation student and needed it primarily for my Uni work.

I have a 675 psu, no added cooling (although the case is open is well ventilated). I'm not sure yet what motherboard it is, but my PC is a Dell Precision T3610. I bought it originally with a Quadro K600 as I'm an animation student and needed it primarily for my Uni work. When it was still giving me a black screen, the games would run fine (No fps drop/static sound) and videos would play with no static sound or screen lag. Apart from uninstalling/ reinstalling drivers nothing has changed.

Do you know the model PSU? Alot of the time Watt is somewhat irrelevant in problems such as this as cheap ones are still very bad regardless of weather it has enough power as they can degrade components also how long have you had the system?

It's a proper Dell PSU that came with the computer originally. I'll check back later when I take the PSU out of the computer to see what the model number is. Apologies for being a bit vague, I'm a bit of an amateur when it comes to PC components and specifications.
