My friend has a problem

Hey guys,
I sold my old GPU (HIS Radeon HD 7950 IceQ Boost) to my friend, because I was getting a new GPU (the one from my signature).
Now we tried upgrading his old GPU (GTS 450) to my GPU (HIS Radeon HD 7950 IceQ Boost) on my friends PC, but we came to the conclusion we didn't have enough pins and the PSU wasn't powerful enough for this GPU (HIS Radeon HD 7950 IceQ Boost).
So we bought a brand new PSU (Corsair VS550) and installed that, connected everything, everything was fitting and did some tests.
It was working perfectly, but only with the old GPU (GTS 450). The PSU installation was working, but the new GPU (HIS Radeon HD 7950 IceQ Boost) was not.
The problem was that with my GPU (HIS Radeon HD 7950 IceQ Boost) installed it didn't output a display signal.
Though, we did notice that the fan of my GPU (HIS Radeon HD 7950 IceQ Boost) was working.
Does anyone know what the problem may be?

Some more info/tests:
The display drivers are uninstalled with DDU before.
We tried to connect the new GPU (HIS Radeon HD 7950 IceQ Boost) on a monitor and on a TV, both in combinations with HDMI and DVI cables.
However, it didn't work. It only worked with the old GPU (GTS 450).
With the new GPU (HIS Radeon HD 7950 IceQ Boost) installed, the PC seems to act fine (stays on), but only no display signal.

The specs of the PC:
- PC: Medion Akoya A622 (prebuild)
- CPU: Intel Core i5-2300 (prebuild)
- RAM: 2x4GB RAM (modified)
- PSU: Corsair VS550 (modified)
- MOBO: MS-7707 (prebuild)
- GPU: GTS 450 (old GPU) / HIS Radeon HD 7950 IceQ Boost IceQ Boost (new GPU).

We think either the GPU (hd 7950 IceQ Boost) got stuck, or our motherboard isn't compatible Sad.
Tell me what you think, or maybe you know the solution.

I just ran into this with a new build with no on board graphics. Installed a GPU and it booted but no output to monitor.
I tried all kinds of combinations, booting with monitor HDMI plugged in, not plugged in, monitor powered off, on, etc.
What seemed to work is booting with no monitor connected, then connecting monitor, hitting Ctrl-alt-del to reboot machine and then got BIOS and was able to install Windows.

Since you are able to boot using the GTS 450, I would make sure the BIOS is up to date, and then download and install the new GPU drivers. Then swap the GPU's.

Solid approach - get things working - make sure you have all your updates and try again.

I would add - try the 'new' GPU in it's original machine to verify it is still functioning.
Also - when attempting the 'new' GPU in the target and recently updated system - try to note if the posting and disk activities function normally.
