my latitude 5400 jumps on the bottom after coming back from sleep or booting, my other monitor does not show any problems whatsoever. Im wondering what could be the cause of this?
Any suggestions would be appreciated.

So it being on the laptop screen changes what may be causing it I would not worry much about it. Your chances of making it worse with trying to re-do the connection or replacing the screen is as much as making it better. It's likely just how the screen reacts to the increased voltage or waking up the LCDs.

Jumps on the bottom as in your screen is jittery on the lower part? When you say your other monitor, is this a dual monitor setup or did you test a second monitor on this connection. Did you try a different cable or different connection type? What is the monitor brand and model and what is the refresh rate it's set to? Try the monitor on another system?

yeah I have tried both extended and dual setups and it is only a problem on the dell. I have also tried a lower refresh rate for this one ( the built in lcd) and the only problem comes from when I wake or boot and it lasts for about 5 min. across the taskbar. Ive tried with or without taskbar or autohide. like I said it only lasts for a bit but I am wondering if I should expect a degradation. running a separate monitor independently gives no problems either. thanks for the help and let me know if you come up with something!

Just realized this is a laptop, are you using the laptop screen and a second monitor or dual external monitors?

You said the issue is on the dell, do you mean on the dell laptop screen? Your first post is not very clear about exactly where is happening where and how the system is setup. I just guessed about the setup because you said "your other monitor" leaving us to guess what that can be. Need some details about what screen you are talking about. Did you try checking for newer BIOS and video driver from Dell for your laptop?

This model also has a docking station, are you using that?

Yes the dell laptop screen. I have just upgraded the bios and checked for any newer video drivers. No docking station in use. My best guess is that it has something to do with individual workload being put on the processor and or a faulty lead or connection as it is extremely temporary and only applicable in a respite from downtime. I have also tried rolling back the drivers.
