Is my GTX 1070 Broken?!?

So Recently I picked up a GTX 1070. I wanted a good one so I went with a more expensive model. The EVGA ACX 3.0 FTW Edition. My concern is when I run Valley Benchmark The GPU usage goes everywhere from 40 percent to 80 percent, (but with vsync off, it should be using the entire GPU) and The Core Clock of the card which is supposed to be 1,500-2,000mhz Mhz. Never leaves 671mhz, It's like it's on a forced underclock. Is it faulty? Or is it on my end.

SO I upped the AA to use 100% of te GPU and the core clock still never left 670.

Solution
I found the problem if anyone else has this issue. Turned out EVGA Precision X was trying to control my overclock while Afterburner was doing the same thing. I set Precision X to Default and boom, My Core clock for the 1070 spiked all the way from 670Mhz to 1900Mhz. Problem solved. And this was my chart when benchmarking the 1070. My CPU is i5 3570k overclocked to 4.6Ghz, and it never went over 50 percent.

If he is running a i5 which it looks like he is there is no bottleneck period.

I would have responded exactly like that, before. However, that video is pretty convincing. He is hitting the FPS where the CPU becomes an issue if we can trust the video...

And, just to be clear, I would be the first one to thank whoever proves that video to be incorrect. I am saving up for both a GPU and display upgrade, and would like to start gaming at 100+ FPS with a 144hz display. If the video is correct, I will still need to upgrade my CPU to utilize a GPU/display upgrade.

You are not the only person having this issue right now. I am going to guess it is driver related. I would advise to wait for an update.
