is it possible that I might go over 700w with my build? using a B700 PSU with 80% efficiency.
Having crashes while doing userbenchmark test. (Display driver is crashing)
MSI R9 390 OC MODE 1060mhz
4790k 4.7ghz 1.34v OC
DDR3 savage 2400mhz 1.65v
Kraken x61 watercooler
Z97x gaming 3 motherboard
3st 140mm fans + 3st 120mm fans
Kingston 120gb ssd
Samsung 850, 250gb SSD

Solution

In that case you will need to overvolt and test with teh benchmark you mentioned, not memtest.
Like i said, be patient an take it easy. Ideally, if you have teh pacience, do it in 0.01 steps.

I tried running the RAM at lower frequency (1866mhz) and it worked. it just won't work with 2400mhz while doing the benchmark. It always crashes when the GPU is having its part in the test.
Will do a memtest now ;) Also there is a weird annoying sound in the headset when I listen to stuff on youtube or plug in a usb device, in my headset. This only happend after the 2400mhz, lower no weird sound.

Then you obviously already know the culprit. Either leave it at 1866(not like you will ever notice a difference) or keep it at it's default(i presume) 2400 and overvolt it a little. Start by adding 0.025. Then do a memtest. If it fails, add another 0.025 and so on. I wouldn't add more than 0.1, though.

EDIT: out of sheer curiosity, if you already know this about teh RAM, what on earth made you on the one hand suspect the PSU and on the other not mention this in your OP?

but isn't it weird that it doesent work? I bought this and it's advertised 2400mhz 1.65v and my mobo supports up to 3200
I thought I could be over the 700w limit but I found out I wasn't ;) ignore the PSU hehe

I't actually quite common. Overclocked RAM, even just by using an XMP profile, is finicky as it depends on multiple factors: the ram itself, the MB and the controller on the CPU. All manufactured by different entities with little controll over the whole chain.

It passed memtest at 2400mhz 1.65v

You can run your RAM at 2400 and benefit from it, yes. However you would be running it "overclocked".
Which means everything over 1600 could - in theory - lead to instability.
as Hlsgsz say, have patience and don't overdo-it, but you will see many BSOD and instability situations until you find your sweet spot
but RAM speed don't have a huge impact in pc performance, an SSD or a GPU yes but RAM? i don't think so.
you can see diferent youtube videos that shows up ram speed with 1333 really close to 2400 on performance
personaly i use very high speed ram sticks in AMD APU's because there ram speed really matters

here is a good video to see diferences: https://www.youtube.com/watch?v=dWgzA2C61z4

will do the 0,01 as you say :D the test only takes 2minutes and im cool with that
