So my disk space has been at 100% for a couple weeks and I've tried everything including a new hdd in the PC and it seems that got infected as well. I tried to factory new the computer but it didn't help. I went into the command prompt and "cleaned" the new hdd but for some reason it didn't remove anything. Basically I need to know how to erase everything. Off both hdd I'll just reinstall Windows. Please help! I have Windows 10
I need to completely wipe my PC including the os but I don't know how, help!

A brand new HDD was full? Go return it a get a new one!
If it's too much trouble, buy a new copy of windows, and from the boot menu, do a clean install. This will completely wipe your dive and reinstall Windows.
