How to format my PC and its SSD & HDD to remove all malware, spyware, keyloggers, and RATs?

I believe there may be some viruses on my computer that are keyloggers and RATs or whatever. I built my computer to have an SSD, which has my OS installed onto it, and to have an HDD. I deleted the HDD volume from the window's partition editor, and recreated it into a fresh HDD, but I'm afraid it may still have the virus. I want to have a fresh, clean computer as if I just built it all over again. What do I have to do to reset my computer to a fresh install of Windows 10, and have my SSD and HDD fresh, clean, and virus/malware/keylogger or w.e free?

I'm new to all of this, so I'd need some detailed help. I'm kinda a dummy when it comes to this stuff.
 
Solution
You should boot installation DVD (or properly made USB, Microsoft provide the tool) in order to whack all the partitions and install a fresh copy of Windows.
- Put **legitimate** Windows DVD in your computer, and boot Windows Setup
- During installation, you will have the option to re-create all volumes on all drives, SSDs and HDDs. Do that
- Install Windows
- Install your apps
- Think for backup plan - how to make an image of your installation once it's OK

Hey! Thanks a lot for the response, but I just really want to make sure that this would delete any of the viruses I'm worried about on the partitions. I have my OS on my SSD, and I actually don't have a CD-Drive, so do I just boot up the recovery tool from Microsoft or should I try to boot up the Window's installation from the USB that I have from when I first built the PC. Thanks so much!!!
