hyper 212 evo good enough?

I want to OC a 6600k to 4.5ghs. Would the hyper 212 be good enough or would a need a aio liquid cooler or something?

The Hyper 212 Evo is a decent enough cooler, and should handle that overclock at reasonable temperatures provided the voltages are somewhat standard.
I would recommend you pick up the Be Quiet! Pure Rock for $24.90 at Newegg right now.
Cools pretty much on par with the Cryorig H7 which is currently sold out at $35, and is a great deal at the moment.
Should keep your temps decent even with a 4.7GHz OC. :)

The limits of Skylake overclocking are design, not heat. The Hyper 212 is fine although the Cryorig coolers are better at similar price points. AIO coolers work fine, and are conveninent, installation wise, however they have drawbacks especially is they are cheaper designs.

A liquid cooler would work great if you have very high 35'C+ ambient room temperatures and under load.
