The Hyper 212 Evo is a decent enough cooler, and should handle that overclock at reasonable temperatures provided the voltages are somewhat standard.
I would recommend you pick up the Be Quiet! Pure Rock for $24.90 at Newegg right now.
Cools pretty much on par with the Cryorig H7 which is currently sold out at $35, and is a great deal at the moment.
Should keep your temps decent even with a 4.7GHz OC.

The limits of Skylake overclocking are design, not heat. The Hyper 212 is fine although the Cryorig coolers are better at similar price points. AIO coolers work fine, and are conveninent, installation wise, however they have drawbacks especially is they are cheaper designs.
A liquid cooler would work great if you have very high 35'C+ ambient room temperatures and under load.

I've gotten 4.7GHz overclocks on a 4790k with a H7 at around 74c in stress testing, and the voltages were relatively standard in terms of scaling.
Seems pretty decent to me, and the large heat sink on the Pure Rock should work perfectly fine on a 4.5GHz OC.
