Usb 3.0 gives power but does not transfer or input data.

Hi! I've been having trouble with my USB 3.0s for ages.
My problem I've had since getting this pc is that the USB 3.0s don't actually work. They provide power, but they don't actually have any input. For example, I have been trying to play rocket league all month but all of my USB 2.0 ports are used up by other things that aren't optional. If I plug the xbox controller into the 3.0 port, it is powered. Getting in the game, the controller works and inputs for 5-10 seconds then stops working but is still powered. If I unplug the micro-usb side of the cable and plug it back in the controller works again for another few seconds and quits. This happens to all devices I use in the 3.0 ports. I tried the windows 10 usb drivers but that didnt work
I have noticed that my motherboard is older and does not have windows 10 support for some things so I tried installing the USB3 drivers for 8.1 and 7 as well but neither helped, still the same issue. I opened up my case and checked all the cables and everything looks fine. I'm confused why they aren't working because my motherboard obviously has USB3 support otherwise they wouldn't be on it...
Any help would be greatly appreciated, thanks in advance. Feel free to ask me questions, I've pretty much tried all I could including updating my BIOS (it was up to date I believe)
I've tried updating basically all drivers I could think of and then when that didn't work I tried rolling back the USB3 drivers to an older version of windows but all to no avail
