bootsect problems with windows 7 64 bit iso

I am running windows 10 64 bit. I am trying to create a recovery flash drive for my mother-in-laws 64 bit windows 7 professional laptop. I downloaded the Windows 7 professional SP1 64 bit ISO from microsoft and the Windows 7 USB/DVD Download Tool. When I tell the tool to install the iso to the flashdrive it runs through the copying process then says there was an error running bootsect.exe. It created the bootable 32 bit version just fine, but the laptop wouldn't run recovery tools, stating that the tool version was not compatable.

I don't really have a solid question except, what do i do from here?

She doesn't have the OS disc, and I can't figure out why the tool won't make a bootable flashdrive.

The problem is we cannot get into her computer. It is booting up just fine, but it appears her password has become corrupted. She claims she has not changed the password in over a year, but the laptop stopped accepting her password about a week ago. She has the only account on the computer, and I have not been able to find another way in. I am trying to get a bootable usb drive to open repair tools so I can get to a command prompt and use the sticky keys exploit.

I'm not really sure what the compatibility issue was, but I did manage to get into her computer and reset her password to what she thought it was before. I used the recovery tools on my windows 10 computer to make a windows 10 repair tools disc and that was able to start repair tools on her computer. So I guess this issue is kind of solved. I got to my end goal, but i still have no idea why the windows 7 tool was unable to make a bootable usb drive from the official windows 7 iso downloaded straight from microsoft even though both systems are 64 bit.
