High Idle Temps for Intel i7 6700

I have changed CPU Cooler with a new Noctua NH-U12s CPU Cooler where idle temps are around 40C where ambient temp is around 28C while on High Load the CPU Temps appears to be at only 60C to 65C.
Why idle temp are so high, as the system is on minimum Load.

that is quite high, i get around 28-29 c on idle with my hyper 103 with a 4.6 oc with a ambient of 24c

also try reapplying some decent thermal paste because if its dry or low quality that can affect performance quite a bit

I had a similar issue once - I reapplied the thermal paste and it worked good afterwards. Either I did it not so good job at applying the paste or I hadn't cleaned the leftovers from the previous thermal paste thoroughly. Doing it thoroughly afterwards made it better.
