Dell Optiplex Motherboard Unable To Power On Please Help

hello guys, thanks for checking out this thread. so a few weeks back i was given an old core 2 duo e8500 cpu, and i like tinkering with some old hardware "like many do" so i bought this motherboard. Dell 200DY Optiplex 780 LGA775 DDR3 SDRAM Desktop Motherboard, the link to the exact one i bought will be below. so ive had loads of problems with this motherboard let me list them below

1.) had to buy 24 pin to mini 24 pin motherboard power connector
2.) cannot use any aftermarket cooler except premade one from dell (still need to get)
3.) it doesnt fit in any cases i have laying around

problem 3 leads in to my main question, and if anyone could help me with it, that would be amazing. so because it doesnt fit in a case, i dont have a power button. so i tried to find out what pins i needed to short so i could start it up. after trying all the different pins i couldnt get it to start up. the only thing im thinking that could be the problem is the ram im using in it. the motherboard supports ddr3 ram, but only 1066 / 1333mhz, i couldnt find anywhere if the capacity matters. but all i have for ram in this pc is a 4gb stick of 1600mhz hyperx fury ram. i only thought this might be ok because i figured it would just be automatically down clocked when started, but like stated before i literally cannot get it to post or anything. anyone have any please let me know!

Well, A problem is if you don't have a case you can't have the connectors for the power button and reset button to make the PC boot. So I would suggest going and looking at computer stores (If there is any) and go check if they have any old free cases that they would give you if not just buy one from them its pretty cheap for a decent case at computer shops. Hope this helped out.
