Would an intel i5 3310 no k bottleneck the amd rx 480 graphics card?

Depends on the game. Can't say more than that until you put a list of games you care about and what settings you are looking for

Ill be playing games like gta V,Tomb Raider,Doom, Ryse:Son of Rome and Hitman at 1080p. I would like to play those games with the best settings possible, but i wouldnt mind if i had to change some settings like antialiasing.

GTA V and doom might be limited a bit by the CPU, but you can just pump up the graphics until you find the FPS starts changing

Hard to tell, really depends on settings. Take a look at http://www.extremetech.com/gaming/203800-rounding-up-gta-v-on-the-pc-how-do-amd-intel-and-nvidia-perform though, and from that you estimate the performance loss at least for GTA V.

Think of it this way, any AMD chip without overclock is still going to be slower than yours

How much it's worth to you is something only you know. It will certainly be a bit GPU heavy of a computer, but that's not necessarily a bad thing if you like quality settings over unusably high fps
