Laptop CPU Throttling

Laptop:

HP Pavilion 15 Notebook PC
6GB RAM
Intel Core i7-5500U CPU @ 2.40GHz

My cpu's maximum frequency often drops to 32% and then stays there even when no intensive programs are running until I turn it off for a while and turn it back on. The problem isn't overheating because I have put the laptop into a freezer and the temps reached around 25C and the cpu was still throttled. I think its a software bug. Does anyone know how to fix this? I put the power settings on max cpu usage and tried using throttlestop to turn off c1e and other things like that.

Could be speedstep if it supports it. It lowers the freq if it's idle

It's a feature of Intel CPU's

Change the processor power management under the power settings, (minimum to 100%) to disable / fix it. It should stay at 2.4. Or if it can be disabled in the BIOS, disable it there.
