New desktop won't display to TV

Here's the issue I've run into, Just dropped $1600 for a new desktop I've been planning for quite a while and now I'm stuck with a couple of problems, the primary one being the desktop will turn on but nothing will display to the TV I have it attached to.

I've got an HDMI cable running from my Graphics card to the TV. Everything in the computer has turned on and the fans are turning. But without being able to see a display there's not much I can do.

but no luck. I'm pretty confident everything is plugged in and I know the HDMI works because I just plugged it into a laptop to test it. And I've tried my RAM in A1, B1 as well as A2, B2 as that's been a problem with this motherboard and its guide for others.

Any suggestions would be an immense help. My specs are below

CPU-Intel I5 6600k
Motherboard-Asus H170 pro motherboard
Graphics Card-MSI Gtx 1070
SSD-Samsung 850 Evo 2.5" 250 GB
HDD-HGST Deckstar 7k4000 2 TB
Power Supply-Corsair RM850x
RAM-G. Skill Ripjaw V Series 16 GB (8GB x2)
Case- Coolermaster Haf 932 advanced
Disk Drive- ASUS 24X DVD Burner
Liquid cooler- Masterliquid pro 240

If you still have the manual for the motherboard (or you can find it online), it should have a few diagrams outlining which slots to put the ram in depending on how many sticks you have. If you have the RAM in the correct slots and the RAM light is still on, then it doesn't look good for either one or all of the RAM sticks (The only way to tell would be to put the sticks in another machine and see if there are any issues).

If the PC is connected to a monitor and you still can't get to a POST screen or into the bios then, the problem can be quite difficult to diagnose. I've fixed the same issue in the past just by re-seating the RAM sticks, but it could be faulty component (i.e. GPU) or faulty PSU, or CPU, or motherboard.

my checklist would look like this;

1. check the tv is on the correct hdmi channel/input
2. beg/borrow/steal a monitor to check the desktop resolution is correct for the tv. (NOTE, unless you know for sure that the tv is a FULL HD tv, then the resolution will most likely be 720p, not the 1080p of FULL HD). If you can get hold of a monitor then you can set the desktop resolution to 1024x720 and see if the TV will take that resolution.

my gut feeling is that this is a resolution issue, so look up your tv model online and find out what resolutions it can display and go from there.

Alrighty so an update on the overall situation,

Firstly I double checked the TV and you're correct it is 720p

Secondly, That's not my only problem the computer itself won't display to a regular monitor either, I was using the DVI from the computer to the monitor when I noticed the DRAM light is a solid red on the motherboard when on meaning there's an issue with the RAM, I tried switching the RAM to A1 and A2, I also tried using one stick in A1 and trying the same stick in A2, then repeated the process with the other stick.

So my best guess at this point is to RMA the Sticks of RAM, which is a thoroughly frustrating fact as the AIO liquid cooler I bought seems to be broken as well, to the best of my knowledge considering i can't modify anything from the BIOS, because the computer won't display.

Let me know if there's any other possibilities before I RMA the two items back

With this kind of issue you've got nothing to go on, and so you kinda need another pc with which you can swap components out with to check that they all work individually.
