I can't tell if this is troll post or not.
Firstly who told you that you cannot play NMS with an Intel cpu?
Secondly the i7 that you have is roughly the same performance as the BEST cpu that AMD currently make (AMD FX-9590 Eight-Core ~$250).
Sooooo googling a bit it seems the issue is actually with your GPU not your CPU

How I fixed performance on R9 390
My specs are i7 4770k, 16GB RAM, AMD R9 390, Windows 10 running @ 1080p.
- Enable borderless full screen in-game.
- Disable vsync in-game, force vsync through AMD/Nvidia control panel.
- Enable Open GL triple buffering in Nvidia/AMD control panel. Yes, this is an Open GL game.
- Set FPS to MAX. Any other setting will cause ♥♥♥♥ performance.
- Set Anisotropic Filtering to 1 in-game and force 16x AF through Nvidia/AMD control panel.
- Anti Aliasing causes a noticeable performance hit. With FXAA on I get around ~45 fps, I just turn it off to keep my framerate in the 50's.
- Any other setting that I did not mention can simply be left MAXED OUT if you have a decent GPU (e.g. GTX960 equivalent or better)
In conclusion, this game is simply poorly optimized and nothing you can do will make it run like it should (should be rock-solid constant 60fps considering the low budget graphics) but if you follow these steps atleast you will be able to enjoy it till they patch it.
