Hello my bro's pc is bit old and he want to overclock it, is it safe to with those specs ?
Specs:
CPU: AMD FX 6300.
GPU: GTX 750 TI.

Dont do it! That looks like a very cheap PSU and the coller doesn't look much better, i would suggest getting a good brand PSU with the 80+ Certification that most good PSU's have these days. some good brands are EVGA, Seasonic and Crosair is okay.
