My PC is not running smoothly and low fps in game

here is my spec:
amd a6-6400k
msi a78-e35 v2
ram 8gb ddr3
asus r7 360 2gb
kingston ssd 240gb

sometimes i got annoying stutter when i browse using chrome, and when i try to play game, the fps drop to 20-30. help me, this is a new pc that i just build it myself. i think i have installed everything and put everything correctly but still this problem arrive. have tried to format and reinstall the latest drivers. seems still have the problems.

What games and resolution are you running. Both the cpu and gpu are on the low end of the performance scale, if trying to run modern games at 1080p 30 fps may be about right

im trying to run dota 2, but my older pc can run dota 2 at 60 fps which have lower specs compared to my new pc, is lower fps good? but still this pc are very stuttering and laggy even when using chrome

I have to ask really, have your got the HDMI/DVI in the GPU not motherboard?

What resolution are you playing at?

That card you have is more of a 720p card.

yes i have the input on gpu, im playing at 1366x768

Chrome wise you can turn off smooth scrolling to stop stutter or tearing.

I got tearing after a recent update (I have an a powerful computer and run into these small issues on the odd occasion) and disabling smooth scrolling fixed my stutter and tearing.

is there any other alternative besides that? its not just chrome, its my whole pc. the performance suddenly drop for a few mins and then went back to normal. this is weird. i have already reformated and it still occurs.

The CPU is either overheating or their may be an issue with the SSD.

What is your SATA III slots transfer rate, just to double check, it should say 6GB/s next to the slots.

Also what is your RAM frequency (1600MHZ for example)
