Is "Usable Memory" = actual used memory?

I have installed an additional 2 GB to a Windows-32 laptop with 4 GB memory. Before, it used to say 3.86 usable memory. Now, it says 5.86 usable memory. Now, I already know that I need a 64-bit OS to take advantage of 8 GB of RAM, barring some kernel hacks, but will I get increased performance on the 32-bit OS if the "Usable Memory" increases, as displayed?
 
Solution
You need a 64bit OS to use more than 4GB of RAM, no amount of "kernel" hacks would do it you would need to completely reinstall Windows with a 64bit disk.
