I have never put together my own pc, never even researched it until the other day, so any tips or suggestions would be gladly welcomed.

Not looking for ultra settings, or super crazy fps in raids, I just want to pvp, so, the cheaper I can get in the better.

I just want to play the new expansion, but don't have alot of money (A paradox, I know. We got an xboxone instead, which our kids now just use to watch cookieswirl open toys on youtube and make stupid voices,) Anyway, here is the partspicker link i've been messing with:

An SSD will allow you to load the game, much faster. They are definitely nice to have. You can just barely squeeze in an SSD, if you stay with 8gb ram. PCPartPicker part list / Price breakdown by merchant

I have to say no to that build. PSU is dangerously bad, and WoW is not very AMD friendly. No upgrade path either. The graphics card is way too weak. Intel's latest integrated graphics are more powerful. http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html

This would get you started, and give you some upgrade potential. Slap in a GTX 950, later on, and you will have yourself a pretty decent WoW rig.

So the I3's integrated graphics would be better than the Amd cpu with the 730?

And, how beneficial would it be to just get a second 8g ram for the 30$ dollars? could a person be happy with just the i3/16g ram without ever getting the 950, or would they be better off saving the 30 toward the 950 and running that with 8g down the road?

Yes on CPU and Graphics. The i3 is much faster, CPU side, and if you look at the hierarchy chart, you will see the Intel HD 530 is 6 tiers above the DDR3 equipped 730, that you chose. I do not think a person would be happy, without getting a graphics card. Going with a 16gb ram wouldn't hurt, as some of your ram will get used to run the graphics.

Looks great, that's probably about as cheap as one can get, I didn't realize that the original power supply and cpu were that ineffecient, think i'll go with the i3 (only a 30$ difference on the AMD.) but at least I wouldn't be throwing away money on the 730 when I could just wait on the 950 and try and use the integrated graphics in the meantime. How beneficial is adding a solid state drive dedicated to just the game? is it worth it?

Here is another option with a GPU that is quite a bit better than the integrated graphics on the i3. The build logainofhades recommended has a better CPU but since WoW is an older game my guess is that it probably relies on single core performance more than more threads. If that is the case the Pentium should be able to keep up pretty well.

It's also on the same Intel Skylake motherboard socket so if you ever want more CPU power in the future you could always throw in an i5-6500 without having to do a major overhaul of your build.

It is an older game, but it has become more demanding, each and every expansion. Legion they actually added 3 more demanding graphics settings. That is not a very good PSU, either. I wish AMD did better, in WoW, as the 460 is a nicely priced card.

Looks like the GTX 950 would be a much better choice for about the same price as the 460 then.

I get that the PSU I picked is not a great unit but since we are talking about a very low power system I thought it would be okay and there is a good deal on it right now.

Also, unless I'm looking at the wrong model the EVGA 430W supply I picked is in tier 3 on the Tom's Hardware PSU tier list while the Corsair CXM is in tier 4. If that's true it's a slightly better, not very good PSU, for about half the price.
