Hello,
I was looking to build a gaming desktop. I was wondering a few things,
How much should i spend on one to get a medium grade one?
What are the most important components to buy a higher grade in?

I built a computer on PcPartPicker already and was wondering if it is good enough?

Gotcha, in that case I think your selection of a GTX 1060 is great. Wow and Overwatch definitely prefer Nvidia.

I'm still of the opinion that you could save some cash with a i5-6500 and use a stock cooler (or a cheap tower cooler if you want to keep the aesthetics) along with a cheaper H170, B150, or Z170 board (this one fits your color scheme @ $100: http://pcpartpicker.com/product/s9Gj4D/msi-motherboard-b150gamingm3) .

If you really want to overclock just for the fun of it (which I understand)...
Not bad for starters. There's a few things I'd tweak/change, but you're on the right track.

1) What kind of monitor will you be playing on?
2) What games are you playing?
3) I see a red and black theme in the works here, I like it.
4) I would consider a slightly better PSU. The Corsair RMx 550 or the EVGA 550 G2 would be better choices.
5) At this price point an overclocked i5 doesn't offer a whole lot of benefit. You could go with a locked i5 6500 and H170 with a stock cooler and roll the savings into a better GPU, better monitor, or just pocket it.

You can get a machine that will run most games on medium/high at a decently high, yet stable framerate.

To achieve this somewhat 'budget' or mid-tier machine you want to look for or anything over a;

FX-4350 / i5 Quad Core
Radeon R9 / GTX 750(ti)
8gb - 16gb of RAM
And a pretty decent 1080p 60hz monitor

With those specs or anything higher than that you will easily achieve good graphics and framerates on a lot of games.

I would replace the motherboard with a Asrock Z170 Extreme, much more solid board and way better overclock if you want to oc.
Also get a custom 480 8Gb, they are on par with 1060 and in my eyes better fitted for future games (DX12).
480 Red Devil is pretty good.

1. I have dual 1080p monitors
2. I will be playing on LoL, WoW, Overwatch, and probably looking for good graphic games.
3. Yeah, i was thinking either going for a red and black or straight blue theme
Ahh okay thanks!! Ill look into it

The CPU is good, but you could look into something slightly cheaper if you want. The liquid cooling, however, is overkill. Get a Cryorig H7 or Cooler Master 212 EVO for more than enough cooling even if you decide to OC. The motherboard is fine how it is. I prefer the ASUS Z170-A over yours because of all the extra bonuses it gets for such a low price. I personally don't recommend MSI that much. I use the identical storage and memory, and it is more than good enough. The GTX 1060 also seems like the better value right now compared to the RX 480. I have a Phanteks case and they are absolutely amazing. Highly recommend them. For the PSU, you can get the EVGA SuperNOVA G2 550W for the same price. Even though it has a lower max wattage, what matters is how consistent the wattage is. The 550W G2 is more than enough for any future build. The rest is perfectly fine, but make sure you remember that most motherboards that are not extremely expensive come with LAN but not with wi-fi. You might want to get a wi-fi card. Great build, but just get a cheaper CPU Cooler and maybe a cheaper CPU and put that money in a slightly better motherboard. A 1080p monitor is also perfect for what you need.

If you really want to overclock just for the fun of it (which I understand) I like your selections mostly. I'm not wild about the closed loop coolers due to longevity concerns, however lots of people use them to good effect. You could look into an air cooler like the Be Quiet Dark Rock Pro 3 if you want. Also the motherboard is a bit expensive for what it is, you can still get very respectable performance and overclocks out of a cheaper on like this: http://pcpartpicker.com/product/2GcMnQ/gigabyte-motherboard-gaz170xgaming5 (also matches your color scheme).
