no. and yes.
no in that there are high end cards (Audio, Raid, NIC) in the low profile format. the low profile format, aka half height cards, are just smaller versions of the card, smaller to fit in tiny cases.
yes in that the low profile graphics cards are lower power cards usually drawing all power from the slot, they are not the power hungry cards you will find at the current high end. the low power requirement for the GPU is mandated by the low wattage power supplies that are found in the small computer cases that require half height, or low profile cards.
