My internet is only slow on my computer, and nothing else?

Prepare yourselves for a rather long post

So a while ago, my PC's internet started getting really REALLY slow. But it's only that computer, NOTHING else. I did Google's speed test, and it came up with .23, yes, POINT 23 megabits for down and .8 for up. However, after doing the same speed test in the same location (the PC sits in a room almost directly over the router) the tests on other devices shows an average between those I tested at 25-30 megabits up and 2-5 down. So this rules out it being a network issue, I've already talked to my ISP who did a few updates to the router or something (I should note that after this the problem was fixed for about 10 minutes before falling back down to turtle speed) and on occasion I will be on and the speeds will spike for a few minutes and drop again.

So what have I tried, and what have I ruled out? Well, it isn't AMD QuickStream, which seems to be a problem for most. I can't even find that on my PC even though I have an AMD card and CPU (so could it be hidden?) It's also not my firewall, or any sort of virus/malware because I've done many scans with many programs. I also don't believe it's my router, because all other devices work perfectly in the same location. I've also installed a newer version of Windows 10 to no avail. It also isn't Chrome, because Edge and Firefox do the same thing, as well as other applications downloading. I've also removed and replaces the network card with no effect. So what should I do to fix this?
 
Solution
So I finally fixed the issue, after trying nearly everything else. Turns out all I had to do was unplug the antennae and blow on them.... *facepalm*

Do you have a wifi card on you pc or is it directly plugged on the router? If so, it could be something wrong in your wireless card and/or your antenna. Or if it's plugged on the router, you could test another network cable and see if the one you're using now is faulty.

I'm using a wireless card on my PC. I can't wire it directly in (unless someone has a 200ft Ethernet cable they wanna lend) so I think I'll wire it into my laptop and enable network sharing on that.
