and i bought all the parts ive built this computer 4 times now and every time it wont work ive checked all the connections everything's all connected and i have no idea whats wrong the panel connector is right and my mobo says its getting power and my PSU has the 5V light on idk what that means but can SOMEONE PLEASE HELP ME! but the fans never start spinning on anything i just have no idea D:

tried that it flashes a someonting on the screen then turns off and the fans and stuff dont turn on it just the monitor flashes
 
First thing is to try clearing the CMOS. Unplug the PSU, remove the CMOS battery, then hold the PC power button down for a minute or two. Replace the battery, plug it back in and try rebooting. Go through the troubleshooting list below carefully in case you have missed something. Make sure to try each stick of RAM (one at a time) in all RAM slots and check the socket for bent pins.

ok so i did everything on that page and what u said, still nothing. all thats on on my motherboard is the POWER LED and then the power supply light i think i might be my motherboard because the CPU-LED and the DRAM-LED,VGA-LED, and the BOOT_DEVICE_LED arent on and i JUST bought this motherboard so idk how maybe static electricity? I left it out of the bag it came in for 3 days or so but it was still in the box so i have no idea my motherboard btw is the z170-e by asus.

Maybe motherboard, maybe you are putting in the CPU in wrong or you already bend a pin or several, maybe bad power supply also.
Have someone that built a few systems look over what you are doing to double-check things. At times you can do things several times over but still make the same mistake or miss some issue.

also i checked the cpu pins r fine
