B700 700w PSU
for the following:
4790k @ 4,7ghz 1.35v this cpu can draw over 200w while this much voltage and frequency
MSI R9 390 1060mhz oc mode
Z97x gaming 3 mobo
Samsung 850 250gb x2
kraken x61 water cooling
3st 120mm fans
3st 140mms fans
2400mhz savagex DDR3 memory @ 1.65v
asking because I got problems running benchmarks if I go over 1.5v on the RAM, however if I lower my cpu voltage to 1.2v @ 4,2ghz then I can easily get the 1.65v on the ram without problems

Solution
well thats because your mobo isnt a great mobo so it isnt able to deliver power correctly. If i wanted to overclock, go with something like a high end asus or msi mobo
What B700? There are a lot of "B" power supplies. I'm guessing the EVGA 700B; don't. Get a higher quality power supply (which doesn't mean a higher watt number). WIth your high budget and overclocking, you should get a more expensive power supply. A good power supply can help with overclocking. By increasing your total budget by maybe 5% you can increase your entire build's longevity/lifespan by a good 100% possibly.

I was thinking since more voltage = more watts, that im reaching the maximum wattage and that's why it doesn't work.
Had an IT guy here before and he told me that it was probably that.

I would go with a corsair cx 750m in my preference just because corsair is a reliable and well respected brand which never fails to provide but if u wan to go with an xfs 750 that would be fine but from what I know the cx 750m is a better quality psu??
