Is overclocking the I5 6600k with a stock cooler a good idea?

You can try it but you won't get far since the stock cooler is only designed to keep the CPU within warranty spec at stock settings and won't handle much more than that.

The way he worded it, seems like he ordered a 'stock' cooler separately.
If that isn't what he meant, then you are correct, he won't have a HSF to install in the first place.
