Buying new g.Skill ram, a question about getting the correct speed.

Greetings!
I'm going to be upgrading the Ram in my current Gaming/Video/Rendering computer and I have a couple of questions about making sure that I A: Get the right speed, B: Can get it running at the correct speed once it's installed.

Here's my specs:
Mobo: Gigabyte GA-970A-UD3P
Processor: AMD FX-8320 (Stock, no overclock, though I might look into overclocking soon)
GPU: EVGA GTX970 SSC (Factory overclock)
RAM: 16GB total (4 x 4GB Sticks of g.Skill Sniper 1333Mhz)
PSU: 620w Seasonic

I'm going to be taking my Ram up to 32GB. I know it's overkill for games, but I run Adobe After Effects and other video editing software and I can use the extra, I'm always running out while trying to process tasks.

I've settled on one of two sets from Newegg, the only difference I can see is the speed and timings:

I've been doing research today and I know that 32GB is the most my mobo will support. I also know that my FX8320 can only support 2 DIMMs of 1866, so my max speed will be 1600 in any case.

My questions are:
1. Since the 1866 memory has higher timings and I won't be using the full speed anyway (Have to downclock it to 1600), would it make any sense to get them, except for the price ($5 less than the 1600)
2. How difficult is it to overclock/make the ram run at 1600 on all 4 sticks?

The FX-8320 has a weak memory controller. Don't be surprised if you can only get it to run at 1333 MT/s.

It's possible to run it faster or with tighter timings but your mileage will vary as with all overclocking. Raising CPU-NB voltage and DRAM voltage will certainly help.
