4790k Reaching Max Load and CPU loud?

Here's the scenario (I will try to describe it as accurately as possible):

Build:
CPU: i7-4790k stock, turbo enabled
GPU: MSI R9 390X oc'd. +50 power limit, core 1150, memory 1625
RAM: 16GB
Mobo: Gigabyte Z97 Gaming GT
Cooler: 212 Evo

Case is a Phanteks Enthoo Pro. I was playing Skyrim in Ultra and when the game started, the fan speeds skyrocketed and got pretty loud. Turbo Mode kicked in and put the CPU at 4.4GHz. I was using HWMON. to check. The temps were only at like 50-55 degrees.

Things I did that might be the culprit:

I installed the 212 Evo today (about 4 hours ago). The PC was using the 4790k stock cooler since December 2015. Temps weren't bad so I don't think I installed it incorrectly.

I removed the SATA 12V connector from the hub since I only use the two Phanteks fans and the 212 fan.

CPU cooler is connected to CPU_FAN on mobo and Phanteks hub is connected to SYS_FAN. Case fans are connected to the hub obviously.

Fans in BIOS set to Silent mode.

Thing is this: RPM wasn't being read by HWMON for the fans.

I'm wondering if I should move the PWM hub connector to the CPU_OPT on my mobo. Gonna try that after work to see if the fans are quieter.

So I'm basically asking:

Why is my CPU maxing out on Skyrim with the fans loud but temps good?

Why is HWMON reporting no RPM on fans? Does it have something to do with my weird fan set up? Is it because I put Silent mode on in the bios? Does it have to do with my OC?

I'm going to mess around with the PC after work tomorrow (EST time here), but I wanted to post this and see if anyone had any better insight. Thanks in advance for reading through. Typed this kinda fast on my phone so I apologize for anything unclear or grammatically awkward. I'm tired and I gotta sleep, lol.

TL;DR: skyrim is causing 100% CPU usage on Ultra and kicking in Turbo Mode. Fans are blasting (maybe just the case ones?) and I don't know why. Temps are great.

Are you sure it is the CPU making all that noise, and not the GPU? I've used the 212 Evo, and it's not that loud, although it isn't silent either. I'm not 100% sure which connection to use on the mobo by the name. Make sure to look it up in your manual, and use the one that has variable fan control. It's most likely CPU_FAN, of the options you mentioned, but it does have to be a 3 pin connector for variable speeds. The 2 pin connections just turn it to full speed and leaves it that way.
