Very Stuttery Performance on this PC I just built

Pretty much the PC stutters badly when I play certain games. The FPS will stay constant but the game will slow down and then speed up. I noticed this while I was running some 3DMark benchmarks that yes indeed, the timer in the bottom was slowing down and then speeding up. It's very choppy and makes some games unplayable, I notice this more on DirectX games. My system is an AMD FX-9370, MSI R9 390X, MSI 990FX motherboard, 16GB of Crucial Billistix, a Sandisk SSD, and a 750W PSU. Temps are fine and every driver is up to date. Any suggestions?

Guys... I turned off MLAA is all of my games and the stuttering is pretty much gone. For some reason MLAA causes poor frame timing. If you're experiencing something similar, disable MLAA.
Monitor your CPU clocks while gaming/benchmark and not temperatures,temps will always stay within the safe margin and this happens by lowering the clocks of the CPU.

This could be just a wrong setting in the BIOS but it could just as well be a problem with the PSU/mobo/cooler or whatnot.

I can't go any lower than 4.1GHz thanks to my motherboard. And still, it's the same.
 
How are you cooling your CPU? The 9000 series FX CPUs pretty much require a 240mm closed loop water cooler, so if you're trying to cool it on air or a cheaper 120mm closed loop cooler you could be overheating, causing poor performance. You might want to check CPU temperatures with AMD Overdrive.

It's a Corsair H80i v2, REALLY thick 120mm water cooler. Processor is always below 40°C, temps and cooling are not an issue.

MSI 990FXA, and yes I checked multiple sources and the FX-9370 is supported just fine. I guess with the cooling thing I should set a target temp? What would that target temp be?

How many FPS you getting? What's your monitor refresh rate? By slowing down and speeding up do you mean frame timings? Tried RTSS to limit the frame rate?

My monitor refresh rate 60Hz (2x Acer G226HQL) and I don't know how else to describe it other than stuttering. I am going to make a video about it today and post it here so you can see for yourselves because I'm so closed to just tossing this PC in the trash. Frames will stay consistent but there is stuttering.
 
RTSS is RivaTuner Statistics Server, it allows you to setup framerate caps for your games which can be helpful if you're getting really inconsistent performance with an uncapped framerate. I can't really see anything wrong in the video except maybe a slight hitch at one point.
