AMD R9 290 Very Strange Usage Drops

Hello fellow PC enthusiast, gamers, etc. I am concerned about my r9 290 graphics card. Ever since I bought the card off of craigslist the video card has showed strange usage spikes and drops across alot of games. I use MSI Afterburner and RivaTurner to monitor performance metrics. Is my card broken? I have also overclocked the core to 1000mHz. I'm thinking of getting a Rx 480 8GB card.

PC Specs
Windows 10
MOBO: Crosshair V Formula Z
CPU: Fx 8370 @ 4.8
GPU: R9 290

If your PSU was of low quality and not enough watt it could be that your GPU got not enough power but with a 850 watt PSU this won't be the case.

GTA 5 is mostly cpu bound game that's why your getting the drops lower any cpu effects like distance scaling for people and shadows.Turn off reflections on the game menu as well and try again.Your card is fine my 390 used to do the same thing with my 8320 @4.6 You need a better cpu if you want to play open world games.Wait for zen to come out in 4- 5 months or go intel. Id wait for zen since the leaked benchmarks are looking pretty impressive.

Could you please specify the PSU you are using?
I can see you have OC'd your CPU quite a bit which will cause it to use alot of power, also the r9 290 uses alot of power so you will be needing a strong PSU.

I would say the spikes isnt' an issue if you dont see it affect the gameplay. I get alot of spikes with my r9 290x as well. but it is only on the logs, it dosent act like that ingame and i have read alot of ppl online have the same issue, so i dont think its a huge issue unless it affects your fps ingame etc.

My PSU is an EVGA SuperNova 850 Watt 80 Plus Bronze. Are you saying that because of a high CPU OC the power drawn to it is holding back power to the r9 290?
