I am stuck between choosing

G.Skill TridentZ Series DDR4-3200 288-pin DIMM 16 2x8GB 16GB

or
G.Skill TridentZ Series DDR4-3000 288-pin DIMM 15 2x8GB 16GB

Or do you know any RAM that is better? And how do I choose CAS(Latency) some are 14, most are 15 and some are 16

Solution
For gaming, the key factors are CPU and the graphics card. These sets of memory modules differ very little and will make almost negligible fps to games. In your case, if DDR4-3200 is not much expensive, I recommend to go with the faster one. If DDR4-3200 is out of the spec for your motherboard or if you want very best possible stability, I recommend to go with the slower DDR4-3000 memory. The CAS latency is one of the technical specs about the delay in signal processing in memory modules. The lower the better if the memory and the memory controller in the CPU can handle it. It will make some impact to the performance to some memory intensive applications like photo/video editing but mostly not too much for gaming. Since they don't make...

Since they don't make much of impact, I recommend not to spend too much time to tweak it to the lowest possible value. Just run it at default for best system stability.

I also have another problem choosing the correct motherboard, which one should I choose just for gaming?
ROG STRIX X99 GAMING
(or)
ROG Rampage V Edition 10

Also which processor would be better suited just for gaming?

i7-6700K (or) i7-6850K
