High ASIC Air or Water cooling?

I have a 980ti with 80% ASIC quality. It Overclocks pretty well nothing too special(+87mv 1510mhz) but it runs around 78 degrees with an aggressive fan curve. Would it be worth to get a water cooler? Would the overclocking potential increase or decrease or stay the same?

What's the cost of the water cooler?
What can you sell a 980ti for?
What does a 1070 cost?

You might find that it'll cost you the price of the cooler upgrade to get a 1070, which may OC better?

The time, effort, and money lost would not be worth upgrading to a 1070, other than the fact it is cooler @ idle and load

Sorry, I came off harsher than expected in that response. I too thought about going to a 1070 but it just seemed like a hassle rather than an upgrade
