Is my computer worth upgrading or should I just build a new PC(For gaming only, no 4k or VR)?

Everything seems to be performing way below expectations, I have a budget of $2500, should I upgrade or build a new one?

I love to play games at Ultra High Settings, Even just "High" Setting makes my eyes itch. I don't edit videos or anything.

For now, this PC chokes on games like Rainbow Six Siege etc.

No need to spend 2.5K! If you put a 1070 in there, you will almost double your gaming scores:

I think you have a decent build right now for gaming but if you want to play on very high settings then it needs some improvements.. Sadly if you want to upgrade that means you will need to change the motherboard if you want to have a new gen skylake cpu because the sockets don't match. In any case you will end up changing almost everything except PSU and HDD. I think you should get a new build.

For gaming your CPU is fine for quite a while, I would recommend maybe upgrading the RAM and graphics card. And maybe even getting an SSD if you want it to be ultra responsive. Other than that it is quite a solid build.
