Hey guys I've noticed that the past few days my Gigabyte Windforce 2x OC GTX 1070 doesn't idle and without any 3D load it stays at 1556Mhz and 4201Mhz on the memory. I'm not using multiple display setup just a signle 32''Samsung 3DTV 1080p at 60hz gaming mode.

I just had to fix this problem myself. took two steps first go to the nvidia control panel, manage 3d settings and set power management to optimal. that alone may fix it...if not you may need to run DDU (display driver uninstaller) to completely remove the driver in safe mode and then reinstall the graphics driver when your done. Again make sure power management is set to optimal. For me it was two GTX 1080s running at base clock even at idle so same thing from what i can tell.

I almost forgot in windows power setting go to advanced and PCI Express and ensure link state management is set to maximum power savings as well.

Setting Power Management to Adaptive and rebooting fixed it for me. 40W's of continual power consumption saved! Thanks.
