High End Computer Low FPS on games

I Have what i think is a high end computer and i just upgraded the GPU to a GTX1070 from a GTX 660 i was having troubles running fall out 4 so i thought i needed an upgrade and i have stable fps now but its not high fps its lower in the 40 on low settings its stable around like 42 and on high its stable around 40 so its not a big change my friend with a GTX 960 gets a stable 60 fps and i'm sitting there thinking something has to be wrong with my computer same with counter strike it ranges from 170 to like 270 same on my GTX 660 so i have no idea what could be the problem

GPU: Asus GTX 1070
CPU: I5 4670K w/ hyper212 cooler
PSU: 750W Corsair
RAM: 2 4gb Corsair Vengeance 3200DDR4
MOB: MSI Z87-G45

 
Solution
a few things you can check:

-Windows "Power Options". make sure it's set to a high performance mode or a custom profile with CPU, disks, and PCIe set to highest options. also check the speeds your CPU & GPU are running at afterward to be sure.
-Make sure you're motherboard drivers are up to date.
-Make sure you have no high demand processes running in the background when trying to game. Also be sure there are no malwares eating up usage or bitcoin miners using your GPU.

im playing at 1920x1080 and yeah i know its weird my friend with a gtx 960 is pulling 60 to 70fps

Some people with the same problem have corrected the issue by uninstalling all drivers using DDU (Display driver Uninstaller) and then reinstalling. When reinstalling, choose custom and uncheck everything but the driver itself (i don't think that it is even an option to uncheck). A good percentage of people are saying that this fixes the issues. No guarantees of course. :)

Welp that didn't work still pulling a constant 40 - 48 fps any other reasons why
