Stuck At Motherboard Splash Screen During Boot

Boot Drive: Samsung 950 Pro M.2 512GB (using M2 to PCIe adapter)
Second Hard Drive: Seagate 500GB 7200rpm
Video Card: EVGA Geforce GTX1080
Sound Card: Sound Blaster Z
Power Supply: EVGA 750 G2 750W

After a thunderstorm where the power went out, my computer gets stuck at the motherboard splash screen, then after a couple minutes a black screen with blinking underscore in top left (Note: I have everything plugged into a surge protector and nothing else plugged in was damaged). When I try to enter BIOS, mobo beeps normally but will freeze at the splash again (it goes away briefly then comes back). I have unplugged all USB/nonessential devices, and can only access BIOS when my boot drive is removed. Since my boot drive is using the adapter, I tried with only the adapter in and I can access BIOS, but when I put the M2 drive back in the adapter, it hangs on the motherboard screen. I already tried leaving PC unplugged, resetting CMOS, reseating battery. Any help would be greatly appreciated.

The OS files crashed or the M2 got damage.
Do you have the backup ? If you had one, then try restore the whole boot drive. If you don't have the backup, and either try use the OS disc "Run a Startup Repair" or reinstall the OS.
