Do the PC and printer have 5GHz adapters? It is not uncommon for printers to have only 2.4GHZ wifi. 5Ghz wifi doesn't penetrate walls well, try placing the non-connecting devices (printer and PC) right next to the Netgear when setting the wifi up on them to eliminate a weak signal or interference as a problem.

The two routers are not connected. This is one Router with DUAL band capability. I set up 2 networks. Network 1 is the 5Ghz, Network 2 is the 2.4Ghz. All devices in the house except the Hpme PC and Printer can access both networks. The Home PC and Printer find only Network 2. The Router is a NetGear AC1750.

Quite common as @Pooneil said. Printer would definitely be 2.4Ghz only. Home PC might (but probably not) be dual band, so it is not surprising to see only the 2.4Ghz. Tablets and phones are usually dual band. Cheap tablets are usually only 2.4Ghz. Newer (or high end) laptops are dual band.
I would say your observations are totally expected.
