GPU jumping to 0% load following big FPS drops

I have been modding skyrim and I get these awful fps drops, I think I get them in other games as well because there is a fps drop every now and then.

You can see the jump to 0% here, the thin space where the fps drop happens is in the middle (the stuff before is when I was loading and the stuff after is when I quit the game, thats why the load is low):

I did a bit of research and it looks like it may have something to do with throttling but I am unsure.

I am not sure how to fix this. My graphics card goes to about 64 Celcuis maximum while I play but I'm not sure if thats just because its throttling. What is the right temperature for a graphics card (mine is gtx 660) on a heavy load like modded skyrim?

If your SSD is hitting 100% utilization then it means that it has no more headroom for whatever else may need it, i.e. your game freezes until the utilization goes down and your GPU can request new data to render.

I've experienced this before. 64C is a perfectly acceptable temp as Nvidia cards have a pretty high thermal ceiling in the 80s before throttling should kick in. Are you gaming on an SSD or HDD? Is it the same drive that your OS is installed on?

My os is on an SSD and My skyrim in on the SSD as well.

Normally this happened to me when there was high disk wait. See if you can open the resource monitor in Windows by going to Task Manager. On the Performance tab you should see a Resource Monitor button. From there you should be able to see your disk usage in real time. Then open Skyrim and play around a bit until the frame drop happens. If your disk active time is at 100% around the same time that it happens then it would indicate there is a problem with the disk or a process causing it to hang for a few seconds.

EDIT: One other thing, you don't have this card overclocked do you? Does your power supply meet the minimum needed to work with the 660?

I dont think its the ssd because every time it spikes the load of the gpu goes down to 0. The ssd does go to 100% usage but thats because its loading new areas of the game.

Im not sure if its overclocked, I think i might have overclocked it a bit like 3 years ago. Yea my psu is 500w.
