Which fan airflow setup would be best for my CoolerMaster Storm Enforcer?

Hi. I'm deciding which fan setup would work best to maximize airflow quality in my CoolerMaster Storm Enforcer. I currently have this setup.

My two 120mm upper fans and my 200mm front fan are damaged and make a lot of noise. They still partially work but the noise is annoying so I went ahead and bought the same ones again. Before installing them, I'd like to decide if I should make any changes to the setup as a whole. I currently have the rear fan working as intake and the two upper fans are working as exhaust due to the direction that my CPU cooler fan is pointing at. I used to have the two upper ones as intake and the rear one as exhaust but I felt the upper ones were just blowing the heatsink's hot air back at it and it wasn't efficient so I switched them. What would work best? Since the heatsink allows a dual fan setup, I was thinking of attaching one of the mildly noise upper ones on the other side but I don't think I have any spare braces to attach it. I have a pretty strong feeling that my Hyper 212 Evo is installed the wrong way but after following instructions and seeing about 15 different videos as reference, that is the only way that I was able to do it after reviewing the manual. I already bought a new thermal paste and plan on reseating. Should I try installing the heatsink and fan the other way around (heatsink vertical instead of horizontal as it is right now)?

I also have a doubt regarding my PSU fan. I have no idea if it's an intake or an exhaust or how it works and I actually had somebody else install it for me so I can't remember. After trying to feel if air was blowing out of the upper PSU fan, I felt air but I don't know if its actually from my Graphic's card fans since it's so close by and I also don't know which way they are blowing air at. This also makes me afraid that my graphic's card is receiving hot air from the PSU.

In conclusion, what should I do with what I have at hand?
-Should I move the graphic's card the the upper PCIe slot?
-Should I reseat my CPU and install the Hyper 212 Evo differently (vertical instead of horizontal)?
-Should I install a second fan to the heatsink on the other side?
-Should I change the direction of any of the fans?
-Which way are the PSU and Graphic's card fans blowing?

-AMD FX-8350
-Hyper 212 Evo
-120mm fans are sickleflow and 200mm fan is MegaFlow (Coolermaster all of them)

And should I try setting up the heatsink and heatsink fan vertically or is it not going to change anything?
