Getting high temps with aftermarket cooler

I have a athlon x4 860K with a noctua NH-D15.
my max temp is 75~78 degrees!! on HWMonitor..
what the hell why??? is that normal. my cpu is still stock.
even though max temp was higher with the stock cooler i expected at least 65 max temp.
I know amd is with margin and stuff and if the margin is not close to 0 it's good because it will thermal throttle when it reaches 0.
but doesnt HWMonitor show the socket temperature??
why is it soo high?
did i failed putting the thermal paste
someone help me

my spec
amd athlon x4 860K
asrock fm2 a88xpro3+
corsair 8 GB ddr 1886 MHz
gigabyte r7 360
fractal design define r4
samsung 750 evo 250gb
 
Solution
One core speeding up will cause the vcore to rise, even though total CPU usage is less than 100 percent. You are correct in that if you want to overclock, you would be better off disabling TurboCore and Cool and Quiet and manually setting vcore.

by the way when I look at amd overdrive my CPU VID is 1.3750 V. This is my target voltage and it's stock
however it shows that my current voltage is 1.4375. why is that I didn't oc or something
do you know why?
is it because of amd turbo core
or any kind of adaptive mode or something??? :S

@BadActor I accidently chose you as best solution.
so my load was under 50% why is it still 1.4375
and if i turn it off and and overclock it manually until 1.4375 wouldn't be better?

Id rather do jt manually and achieve a higher clockspeed
