Does size matter?

I want to buy a gtx 1070, and I can only really afford the MSRP price of 380. And the only card close enough to that price is Gigabyte's mini itx oc card @ $386

Now what concerns me is the card is tiny! Is this sacrificing power? There's gotta be a drawback... if there isn't then why aren't all cards this small? For cooling??

Thanks!

Solution
The drawback is it will run a little hotter than cards with bigger coolers and might not overclock as well. However at stock settings there is no drawback really it should perform just about the same as any other 1070.

Heat won't be an issue... this is going in a water cooling build.... thanks for the fast response!
