MSI Z170a Gaming M3 flashing blue led above JTPM 1

Recently just put together my first build, specs are as follows:

MB: MSI 2170a Gaming M3
PSU:Evga 650 gold
CPU Cooler: cryorig h5
CPU: Intel I7 6700k
Graphics card: gtx1070 strip
OP: Is not here yet, but will be Windows 10--not installed yet
Put everything together, system did not boot, no lights came on, nothing. Took everything apart, was able to verify that it was not the PSU by using a jumper. This lit up a few leds in the case. Was thinking that the motherboard was DOA but recently just got a blue light to flash 13 times by the JTPM1. This flashing was caused by jumping the power switches, so my thinking is that the MB is not dead, and I have another issue.

No fans have ever turned on, no display has been sent to a monitor, I have followed multiple online walkthroughs and have not had any success.

The flashing blue led flashed 13 times, the first 10 are fairly quick, 2 are long, then the last one is just like the first 10.

Any ideas?? :??:

Try disconnecting the 8 pin power cable from the motherboard and connecting a case fan to it. Start the board and see if the case fan does spin. If it doesn't, try starting the board outside the case. If still no go, I'd RMA the board.

Thank for the reply, ended up returning and have another one on the way. Only thing I came up with was DOA.
