Its depends what you want from your PC, for example engineering designing, Microsoft office tools, Gaming, video editing etc.
Both CPU are good and equal in place provided with best components you can incoporate with them such as beast GPU, fast RAM and SSD.

The i3 wins by 5.5%, which would be unnoticeable, and the A9 wins on Single Thread and probably on Turbo... AMD is better in multitasking, and the AMD laptop is probably less expensive. So, all depends on what you plan to use it for and how much you want to spend..
