I have 1333 MHz 4 GB RAM.now I need to increase it to 8 GB. so does a 4 GB 1600 MHz RAM affect overall system performance?

1% if you use only 1600 MHz sticks, nothing if you mix them because even if you manage to make them run together, faster one will drop to the speed of slower one. Any small incompatibility and overall performance may even drop.
